Wondering if a lower apreture would have given you a higher shutter speed which in turn could have given you more sharpness. Looks like the light has been a bit harsh as well. Is this a crop ? Nice picture and thanks for sharing.

Nice portrait, he looks a bit concerned. There appear to be some loss of details. Light seems to be harsh here. Were you shooting in TV mode?
I would have gone for ISO 200, F8 and 1/640 as there is sufficient light.
Canon 55-250mm IS is a good lens. It is very sharp for aperture range of f8 to f11. Images start getting softer from f14 and above.
I agree that rather than f16, using f8 would have been sufficient and the background would have been more out of focus. The shutter speed would have been better as well. Thanks for sharing.
