When you are panning, no need to increase the contrast. The increased blacks with higher contrast will give you are more sharper kind of look, however in panning that is not the intention. You need to lock focus and pan your camera. when you get the panning right, the subject will be sharper than the background and will stand out. The trick is to lock focus on your subject.
